As reported by the municipality, efforts have started to free up the 27 acres of stadium land that were illegally privatized. Currently, the owners are voluntarily vacating the plot located on the eastern side of the A. Suyumbaev Central Stadium in Osh, where illegal structures had been erected.
During the inspection of this land plot, it was found that the requirements of the presidential decree from 1995, which prohibits the sale of social infrastructure objects, were violated. As a result, the property was illegally registered as private ownership. Based on this, the State Committee for National Security (GKNB) returned the land plot to the state, after which it was transferred to the Osh city mayor's office.
Earlier, in 2024, legal proceedings were conducted regarding the illegal transfer of land around the A. Suyumbaev Central Stadium to private individuals.
At that time, Altynbek Pirmatov, who held the position of head of the municipal property management of the Osh city mayor's office, reported that the documents for three structures built on the stadium's territory were being checked by the GKNB management for the Osh region and the city of Osh, and relevant inspections were ongoing. "As of today, there are still three structures remaining on the stadium's territory. Currently, legal proceedings are continuing regarding the return of these plots to the state. Previously, land for four structures was returned. The GKNB is conducting the necessary checks and clarifying the documents, and based on their results, the land is being restored to its original state," Altynbek Pirmatov stated.
Turmush reported that the structures built on the land of the central stadium, including a sports shop, a billiard club, and a wedding dress salon, were previously demolished, after which the land plots were restored to their original condition.
As reported on January 20, 2026, by the GKNB press service, the land plot with buildings on the territory of the central stadium in Osh has been returned to state ownership.
The returned plot, with a total area of 2,700 square meters, is located on the stadium's territory and is an integral part of it. The GKNB inspection established that the specified object was "illegally transferred to private ownership with a change in its intended use, which contradicts the legislation."
As a result of the work carried out, the land plot with buildings was returned to the state and transferred to the balance of the Osh city mayor's office.
The GKNB reminded that according to the presidential decree "On Urgent Measures to Ensure Conditions for the Further Use of Social Infrastructure Objects" dated February 16, 1995, No. 37, social infrastructure objects cannot be sold by state and privatized enterprises and institutions, regardless of the share of the state in the charter fund, if such objects are on their balance or were transferred free of charge during the privatization process while maintaining the order of use.
In the Osh city mayor's office, it was reported in November 2025 that the land plot of 27 acres, located on the eastern side of the central stadium in Osh, was previously part of the stadium and until 2003, the Osh regional state institution for physical culture operated in this area.
In 2003, this plot was transferred to the LLC "RAM" for temporary use. And in 2008, by the decision of the mayor's office, the land plot was registered as private property in the name of citizen Ruslan Maksudov.
According to the Ministry of Justice, the head and founder of LLC "RAM" is indicated as Maksutov Alim Turgunbaevich. The company was registered on April 6, 2000, with the main activity being other auxiliary activities of water transport.
