Specifically, on November 30, 1999, the reservoir was transferred to the balance of the agricultural production cooperative "Pakhary" based on a transfer act. In 2021, according to decision No. 28 of the head of the Ivanovsky ayil okmotu of the Issyk-Ata district, the object was transferred into the ownership of the same cooperative, after which a state act on the right of private ownership was issued.
As a result of the operational and investigative actions carried out, the reservoir that was illegally privatized was returned to state ownership and is now on the balance of the Issyk-Ata Water Management Department, which is a structural unit of the ministry.

Daily regulation reservoirs were actively built during the Soviet era to provide irrigation water for agricultural lands. Their main function is to accumulate water during periods of excess availability (for example, in winter or during the rainy season) for subsequent use in dry periods.
