The experience of Kyrgyzstan's reforms presented at the World Government Summit in Dubai
At the World Governments Summit in Dubai, a side event was held dedicated to the economic growth model of Kyrgyzstan called "Snow Leopard: Government Accelerators, Institutions, and Investments." This event was the first of its kind within the summit.
During the presentation, participants were shown a video illustrating the implementation of the "Government Accelerators" program in Kyrgyzstan, developed in the United Arab Emirates.
Among the participants were high-ranking officials such as the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev, and the Minister of Energy and Infrastructure of the UAE, Suhail Mohammed Al-Mazrouei, as well as representatives from various organizations and business companies.
At the opening of the side event, Kasymaliev expressed gratitude to the UAE authorities and their people for the warm welcome.
“On behalf of the President of Kyrgyzstan, Sadyr Nurgozhoevich Japarov, I am pleased to convey greetings to Sheikh Mohammed bin Zayed Al Nahyan and Sheikh Mohammed bin Rashid Al Maktoum. Participation in the World Government Summit is a unique opportunity for us to share our country's successes and talk about the economic growth model 'Snow Leopard,'” he noted.
Kasymaliev also emphasized that the foundation of this model lies in three key areas: government accelerators, strong institutions, and investments.
He noted that the "Government Accelerators" program has brought innovations to the management of state affairs.
“With the help of this program, Kyrgyzstan began implementing 100-day reforms aimed at addressing pressing issues. As a result, 17 reforms were carried out that significantly simplified processes in areas such as construction, healthcare, and transportation. We eliminated excessive bureaucracy and significantly accelerated decision-making,” he added.
The head of the Cabinet of Ministers also reported that measures to improve efficiency and debureaucratization of the government apparatus were initiated under the presidential decree, including 7 presidential decrees and 19 laws.
According to him, these steps, along with effective economic measures, have become important factors in achieving high results in the socio-economic development of the country.
“Over the past four years, the average annual growth rate of Kyrgyzstan's economy has been 9-10%. According to IMF data, by 2025 Kyrgyzstan will be among the top three countries with the highest GDP growth rates. The country's budget has tripled, and GDP has increased by more than 2.5 times. This demonstrates that even with limited resources and in conditions of global instability, rapid growth is achievable,” he noted.
Kasymaliev is confident that the "Snow Leopard" model can be beneficial for other countries with developing economies.
In conclusion of his speech, he thanked the Emirati side for their support in implementing the government accelerators program.
At the summit, Kasymaliev presented the state award of the Kyrgyz Republic - the Order of "Dostuk" to the Minister of Cabinet Affairs of the UAE, Chairman of the World Government Summit Organization, Mohammed Abdulla Al-Gergawi, for his contribution to the development of friendship and cooperation between Kyrgyzstan and the UAE.
The panel discussion held as part of the side event gathered members of the delegation from the Kyrgyz Republic and representatives from the UAE. Deputy Chairman of the Cabinet of Ministers Edil Baysalov presented the priority areas for the country's development, while Minister of Justice Ayaz Bayetov discussed measures for debureaucratization.
The discussions showed that the model of state governance in Kyrgyzstan, based on the principles of good governance and the fight against corruption, is recognized as one of the most successful in the world.
The Kyrgyz delegation presented the results of reforms, as well as a new model of the "Snow Leopard economy," focusing on institutional integrity and results orientation. This experience sparked interest among international experts and government delegations.
During the discussions, it was noted that the reforms carried out have significantly increased Kyrgyzstan's investment attractiveness, creating conditions for the establishment of industrial enterprises and the implementation of innovative projects. Participants expressed a desire to study and apply the Kyrgyz experience in their countries.
