"Snow Leopard": Kyrgyzstan Shares Economic Growth Experience at Summit in the UAE
High-ranking officials attended the side event, including the head of the Cabinet of Ministers Adylbek Kasymaliev, as well as the Minister of Energy and Infrastructure of the UAE Suhail Mohammed Al-Mazrouei. They were joined by leaders of various Emirati and international organizations and business companies.
In his opening speech, Kasymaliev expressed gratitude to the leadership of the UAE and its people for their warm hospitality.
“It is a great honor for me to convey greetings from the President of the Kyrgyz Republic Sadyr Japarov to Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, and Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE. We are pleased to participate in the World Government Summit – a platform that brings together governments, international organizations, and business leaders. Today we present our economic growth model ‘Snow Leopard,’” he noted.
Kasymaliev clarified that the economic growth model is based on three key components: government accelerators, strong institutions, and investments. He emphasized that the Government Accelerators program has made significant changes in public administration.
“With the help of the accelerators program, the government of Kyrgyzstan is implementing 100-day reforms aimed at addressing pressing issues. During the program's implementation, 17 reforms have been carried out, significantly simplifying procedures in areas such as construction, preschool education, healthcare, land legislation, and international transportation. We have eliminated excessive bureaucratic procedures and reduced decision-making time. It is important to note that the results of these reforms have been positively received by the population,” he added.
Additionally, Kasymaliev reported that measures to enhance efficiency and debureaucratization of the government apparatus were initiated by the decree of the President of the Kyrgyz Republic, which includes a review of the functions of the entire civil service.
As part of the debureaucratization efforts, 7 presidential decrees, 19 laws, and 22 Cabinet decisions were adopted.
The work of the accelerators and debureaucratization, combined with effective economic measures, have become important factors in achieving high indicators of the country's socio-economic development.
“The average annual economic growth rate of Kyrgyzstan over the past four years has been 9-10%. According to the International Monetary Fund, in 2025 Kyrgyzstan ranked among the top three countries with the highest real GDP growth rates. We have increased the budget threefold, and the country's GDP has grown by more than 2.5 times. This shows that even under conditions of limited resources and regional challenges, the state can achieve dynamic development,” he emphasized.
In conclusion of his speech, Kasymaliev thanked the Emirati side for their support in the successful implementation of the Government Accelerators program.
During the summit, he also awarded the Minister of Cabinet Affairs of the UAE, Chairman of the World Government Summit Mohammed Abdullah Al-Gergawi, with the state award of the Kyrgyz Republic - the Order of “Dostuk” for his significant contribution to the development of friendship and cooperation between the two countries and the successful implementation of the “Government Accelerators” program in Kyrgyzstan.
A panel discussion took place as part of the side event, featuring members of the Kyrgyz delegation and representatives from the UAE Prime Minister's office.
The Deputy Chairman of the Cabinet of Ministers Edil Baysalov presented the priority areas for the development of Kyrgyzstan in the coming years.
The Deputy of the Cabinet of Ministers and Minister of Justice Ayaz Bayetov spoke about the ongoing work on the debureaucratization of the state system.
During the discussion, it was noted that the model of public administration transformation in Kyrgyzstan, based on the principles of good governance and the fight against corruption, is recognized as one of the most successful in global practice.
Members of the Kyrgyz delegation shared the results of the reforms, presenting the economic model of the “Snow Leopard” – a results-oriented system with institutional integrity and strong institutions. This experience sparked interest among government delegations, experts, and public administration specialists from around the world. Participants actively asked questions about deregulation and debureaucratization mechanisms, noting their connection to economic growth and trust in the government.
Furthermore, it was emphasized that the reforms carried out have significantly increased the investment attractiveness of Kyrgyzstan, creating conditions for the establishment of industrial enterprises and the implementation of innovative projects by international corporations. At the end of the session, there was a high interest in studying the Kyrgyz experience as a model of successful public administration reform.
