Sadyr Japarov handed over the keys to mortgage housing at the second stage of the construction of the residential complex "Muras" in Bishkek
The ceremony of handing over the keys to new mortgage apartments took place in Bishkek, where the President of Kyrgyzstan, Sadyr Japarov, participated in the solemn event related to the construction of the residential complex "Muras".
At the event, the Head of State congratulated citizens on receiving new housing and expressed hope that the coming year would bring prosperity and stable development to the country. He also emphasized the importance of implementing the set tasks to improve living conditions for citizens, as reported by the president's press service.
The state program for providing housing to citizens remains one of the key priorities. The "Muras" complex includes 39 blocks, of which 19 have already been completed. Currently, keys have been handed over for 1,080 apartments, and previously for 986.
Another 2,688 apartments are actively under construction, which are planned to be completed on time. The complex also includes social facilities such as a kindergarten, school, and parking.
“The transfer of new apartments from the State Mortgage Company demonstrates the success and consistency of our housing policy,” emphasized Sadyr Japarov. He reminded that over the 10 years since the company's establishment, its authorized capital has grown from 10 million soms to 87 billion, with the goal of reaching 200 billion soms.
According to the president, in 2025, the company will provide housing for 4,662 families, which is four times more compared to 2024. Since the establishment of the State Mortgage Company, 14,945 families have become homeowners.
The president also reported that currently, 80,245 mortgage apartments are actively being built across the country. By the end of this year, more than 20,000 apartments will be constructed in Bishkek, Osh, Manas, Tokmok, Kara-Balta, Karakol, Cholpon-Ata, Balakchy, Naryn, Talas, and Batken, as well as in the Kochkor district of Naryn region and in the Kara-Suu and Uzgen districts of Osh region.
Sadyr Japarov drew attention to public opinion regarding the prices of mortgage apartments, noting that the State Mortgage Company bases its actions on accurate calculations and analysis to help citizens fulfill their dream of owning a home.
“You know that apartments are provided to citizens on the waiting list for housing programs without a down payment for a period of 25 years at an interest rate of 4% and 8% per annum, which is below inflation,” he added. In Bishkek and Chui region, private companies are building "turnkey" housing at a price of $700 per square meter, and after completion, these apartments are handed over to the State Mortgage Company. The State Mortgage Company adds $250 and sells the housing for $950 per square meter.
The president emphasized that these $250 do not cover inflation over the entire loan period and do not even compensate for half of the inflationary losses. Nevertheless, he noted that such conditions are created to ease the burden for citizens. According to him, the cost of housing on the secondary market can reach $1,500 per square meter.
Japarov also pointed out the need to consider the rise in prices for construction materials, labor costs, infrastructure development, and the construction of treatment facilities.
The Head of State noted that all these aspects affect the final cost of projects, and as a result, a justified price per square meter is formed. He added that in the future, the mortgage company plans to switch to self-financing and expand the housing stock of the country.
“This year, we will allocate about $500 million to the State Mortgage Company from the state budget for the last time. Starting next year, budget funds will no longer be allocated. With a capital of 200 billion soms, the State Mortgage Company will be able to provide housing for people not for 5-10 years, but for 50-100 years,” the president noted and urged citizens to understand the pricing policy of mortgage apartments.
After the ceremony, Sadyr Japarov handed over the keys to the new residents and inspected the apartments. In conversations with them, they expressed gratitude for the attention to housing issues. The president confirmed that the state will continue to make efforts to build modern, safe, and affordable homes.
