Sadyr Japarov commented on the prices of mortgage apartments

Providing affordable housing for the citizens of Kyrgyzstan remains one of the main priorities of state policy. Within the framework of the "Muras" residential complex, the construction of 39 blocks is planned, of which 19 have already been completed. During this ceremony, keys to 1,080 apartments were handed over, and previously, keys to 986 apartments were distributed.
Currently, the construction of an additional volume of 2,688 apartments is actively ongoing, which will be completed on time. The complex also includes social facilities such as a kindergarten, school, and parking.
The president noted that the handover of apartments built by the State Mortgage Company is proof of the successful implementation of the country's housing policy. He reminded that the SMC, established 10 years ago with a charter capital of 10 million soms, has increased it to 87 billion and plans to raise it to 200 billion soms.
According to the president, in 2025, the SMC provided housing for 4,662 families — four times more compared to 2024. Since its inception, the company has helped 14,945 families acquire their own homes.
The head of state also added that currently, 80,245 mortgage apartments are actively being built in the country. By the end of the year, more than 20,000 apartments are planned to be handed over in Bishkek, Osh, Manas, Tokmok, Kara-Balta, Karakol, Cholpon-Ata, Balakchy, Naryn, Talas, and Batken, as well as in the districts of Kochkor, Kara-Suu, and Uzgen.
Discussing the accessibility of quality housing, Japarov focused on issues related to the prices of mortgage apartments. He emphasized that the SMC bases its work on precise calculations and comprehensive analysis to help citizens realize their dream of owning a home.
"Apartments are provided to citizens on the waiting list for housing programs without a down payment for a period of 25 years at 4% and 8% per annum, which is below the inflation rate," he added.
In Bishkek and the Chui region, private construction companies have been instructed to build "turnkey" housing at a price of $700 per square meter. After construction is completed, these apartments are handed over to the SMC.
On this basis, the SMC purchases apartments, adding $250, and then sells the housing for $950 per square meter. The president noted that although these $250 do not cover inflation over the entire 25-year period, the company is willing to offer such conditions to ease the burden on citizens.
He also emphasized that if the housing were purchased from private individuals, its cost would be no less than $1,500 per square meter.
Japarov pointed out that it is necessary to consider the rising prices of construction materials, labor costs for builders, and the development of infrastructure, including the construction of pumping stations and treatment facilities.
These aspects affect the cost of projects, which in turn determines the economically justified price per square meter.
In the future, the SMC plans to transition to self-sufficiency and expand the housing stock of the country. "This year, we will allocate about $500 million to the SMC from the state budget for the last time. Starting next year, budget funds will no longer be allocated. With a capital of 200 billion soms, the SMC will be able to provide housing for people for 50-100 years," concluded the President, urging citizens to understand the pricing policy.
After the ceremony, Japarov handed over keys and inspected the apartments, interacting with residents who expressed gratitude for the attention to housing issues. The president assured that the state would continue its efforts to build modern, safe, and affordable homes.
