According to the agency, in 2003, S. T. D., the head of the public association "Toboy," in collusion with representatives of the Talas branch of the State Enterprise "Cadastre" and the State Enterprise "Talas Main Water Management," conducted an illegal privatization of facilities that ensure the livelihoods of the population.
It was noted that in the same year, using the official position of employees of state institutions and applying service forgery, S. T. D. transferred the water intakes to the balance of his public association and then handed them over to private hands. The transferred facilities included three plots of land with a total area of 3.38 hectares and the corresponding infrastructure, valued at 36,415,400 soms.
Now these life-support facilities are once again in state ownership.
