As the investigative authorities found out, in 2003, a certain S.T.D., who headed the public association "Toboy", in collusion with officials from the Talas branch of the State Enterprise "Cadastre" and the State Enterprise "Talas Main Water Management", carried out the illegal privatization of facilities necessary for the livelihoods of the local population.
As a result of official forgery, the strategic facilities of category "B" (water intakes) were transferred to the balance of the public association and subsequently ended up in private ownership.
The facilities in question occupy areas of 1.7 hectares, 0.68 hectares, and 1 hectare and include the necessary infrastructure. Their total value amounts to 36 million 415.4 thousand soms.
As a result of the investigative activities carried out, these livelihood facilities have been returned to state ownership.
