According to the agency, in 2003, colluding with officials from the Talas branch of the State Cadastre Management and the Main Department of Water Management, the head of the public organization "Toboy," S.T.D., carried out the illegal privatization of infrastructure that supports the livelihood of the population.
According to the investigation data, using the official position of employees of state structures and document forgery, S.T.D. transferred water intake facilities to the balance of his organization, which were subsequently handed over to private hands along with land plots of 1.7 ha, 0.68 ha, and 1 ha. The total value of the facilities amounted to 36,415,400 soms.
As a result of the investigations conducted, these vital facilities were returned to state ownership.
