According to the State Committee for National Security of Kyrgyzstan, in 2003, "S.T.D.", the head of the public association "Toboy", conspired with representatives of the Talas branch of the State Enterprise "Cadastre" and the State Enterprise "Talas Main Water Management". As a result of this coalition, illegal appropriation of facilities that ensure the livelihood of the population was carried out.
By acting using his official position and forging documents, "S.T.D." managed to transfer to the balance of his association strategic facilities of category "B", such as water intakes. These facilities, as well as land plots of 1.7 ha, 0.68 ha, and 1 ha with corresponding infrastructure, were subsequently transferred to private ownership. The total value of these assets amounted to 36,415,400 soms.
During the investigative actions, all mentioned facilities that ensure livelihood were returned to state ownership.
