He reminded that the patent system for the sewing industry was in effect since 2003 but was abolished in 2023. During this period, 9,800 sewing workshops and individual entrepreneurs were registered. Since the abolition of the patent, 23,000 individual entrepreneurs have registered on Wildberries, and 7,000 on Ozon.
“The question arises, where are the others? It is obvious that many are working in the shadow economy. They need to be brought to the surface,” said Kerimbek uulu.
According to him, previously the cost of the patent for entrepreneurs ranged from 1,500 to 3,000 soms, whereas now a single tax has been introduced.
“There are two regimes: for wholesale and retail trade — 2% of turnover and for producers — 0.25% of income. This is not bad, but there is a downside — there is no sales, all products are exported to Russia. In 2023, the share of online trade was 63%, and now it is already 92%. Marketplaces are taking customers away from traditional stores. With the closure of the border with Russia on September 15, sales opportunities have significantly decreased, and logistics have become much more expensive: the cost of cargo has increased from 50 to 200 soms. There are no more goods from Kyrgyzstan in "Sadovy" and "Lyublino," they have all gone online,” he added.
Furthermore, he reported that in 2023, former Prime Minister Akylbek Japarov met with Tatyana Bakalchuk when she was in Kyrgyzstan.
“At that time, she requested land for a logistics center. We agreed, but after that, she went to Uzbekistan, where they quickly signed the necessary documents. Now a distribution center of 100,000 square meters is being built near Tashkent, which is expected to be launched this year. While we were inactive, Uzbekistan seized the opportunity. They are not members of the Customs Union, while we are. We still have a chance,” noted Kerimbek uulu.
He also emphasized that stagnation is expected in Russia in 2026-2027: inflation will rise, wages will remain at the same level, and purchasing power will decrease.
