Every Other Meeting is Delayed. Ombudsman on the Problems of the Courts of the KR
The Institute of Akikatchi analyzed citizens' appeals and recorded 816 complaints related to judicial proceedings in 2025. Most applicants expressed dissatisfaction with the decisions made, among which 57 concerned issues related to judicial activities, 56 were about alimony cases, 35 were complaints about the actions of judges, and 19 were cases of non-fulfillment of court decisions.
In addition, throughout the year, 572 requests for monitoring court processes were received. Of these, 342 (57.8%) were related to criminal cases, 193 (32.9%) to civil cases, and 37 (9.6%) to administrative cases.
Data analysis showed that out of 270 court sessions held, 112 (41.5%) were postponed to other dates, and every second session started with a delay. The main reasons for this situation include the busy schedules of judges and courtrooms, as well as the absence of participants in the proceedings.
Reports from the Institute of Akikatchi indicate that a significant portion of the monitoring (61.3%) was conducted in first-instance courts.
According to Jamambaeva, such violations indicate serious shortcomings in the organization of court operations and can prolong proceedings, which limits citizens' right to access justice.
To address the identified issues, the Ombudsman sent recommendations to the Supreme Court. These include: strengthening control over the schedules of sessions, ensuring timely consideration of cases, taking into account the reasons for postponements and taking measures to eliminate them, as well as equipping all courtrooms with audio and video recording systems.
