Monitoring results of courts for 2025: over 800 complaints and 41% of postponed processes - Ombudsman

In 2025, the Ombudsman Institute registered 816 appeals from citizens seeking protection of their rights in judicial instances. This information was provided by the press service of the institute.
By analyzing the received appeals and the results of monitoring judicial processes over the past year, the Ombudsman identified various problems in the judicial system. The main reason for complaints was citizens' disagreement with the court decisions made.
According to the institute's information, among the most common issues are delays in the start of hearings, multiple rescheduling, as well as a lack of courtrooms for judicial processes and the absence of participants at hearings.

Of the total number of appeals, 57 concerned issues within the jurisdiction of the courts, with 56 cases related to alimony. In 35 appeals, citizens complained about the actions or inactions of judges, and in 19 cases – about the non-fulfillment of court decisions. Citizens also sought a legal assessment of the actions of judicial officers.

Throughout the year, the institute received 572 requests for monitoring judicial processes. Of these, 342 (57.8%) concerned criminal cases, 193 (32.9%) - civil cases, and 37 (9.6%) - administrative cases.
In 2025, 61.3% of the conducted monitoring related to first-instance courts (district courts).

Analysis of the monitoring data showed that every second court hearing started late. Of the 270 hearings, 112 (41.5%) were postponed to another date.

“This indicates deficiencies in the organization of court work, which prolongs judicial proceedings and limits citizens' rights to access justice,” the statement notes.

Ombudsman Jamila Jamambaeva sent recommendations to the Supreme Court to address the identified shortcomings. She urges judicial authorities to create conditions to enhance citizens' access to justice and ensure transparency in the judicial process.

The Ombudsman also suggests strengthening control over compliance with court hearing schedules, timely consideration of cases, analyzing the reasons for postponements and taking measures to eliminate them, as well as equipping all courtrooms with audio and video recording.
