At a meeting of the Jogorku Kenesh, the bill on breeding in livestock was adopted in the third reading, initiated by the Ministry of Water Resources, Agriculture, and Processing Industry.
According to the justification of the bill, its goal is to create a legal framework for the further development of breeding livestock, eliminate existing gaps in legislation, and prepare subordinate acts regulating this area.
The bill proposes to establish key requirements for the export and import of breeding products and materials, as well as to fix the norms of state regulation of entrepreneurial activity in breeding. The document addresses issues related to the recognition and use of breeding products, their evaluation (bonitation), maintaining a state breeding register, and supporting organizations that have become breeding farms or enterprises.
Particular attention is given to the development of artificial insemination of agricultural animals and the creation of specialized breeding farms.
