At the meeting of the Jogorku Kenesh, a draft law "On Amendments to the Civil Code and the Law on Mandatory Insurance of Residential Premises Against Fire and Natural Disasters" was presented, which was discussed in the first reading.
The speaker was Marat Pirnazarov, the chairman of the State Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce.
He noted that the proposed changes are aimed at improving the system of mandatory insurance for housing against various natural disasters and fires.
During the discussion, deputy Altynbek Kylchbaev asked about the timelines for insurance compensation payments in the event of an insured event, particularly in the case of a fire, as well as the amount of compensation.
According to the speaker, the maximum insurance payout is 1 million soms for urban residents and 500 thousand soms for rural residents. The payment period does not exceed one month.
Gulnara Akimbaeva, a deputy, clarified who can be a third party within the framework of mandatory insurance.
Responding to a request from Toktobubu Ashymbaeva regarding the payments made, Pirnazarov reported that in 2024, 240 insurance cases were registered for a total of 37 million soms, and in 2025, there were 247 cases with payouts totaling 32 million soms. This year, 37 cases have already been recorded, with 10 million soms paid out.
Following the discussion, the deputies approved the draft law in the first reading.
