The Housing Complex approved the bill to improve the mandatory housing insurance system

Today, February 26, at a meeting of the Jogorku Kenesh, deputies discussed and approved in the first reading a draft law concerning amendments to several legislative acts of Kyrgyzstan, including the Civil Code and the law on mandatory insurance of housing against fires and natural disasters.

The Chairman of the State Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce, Marat Pirnazarov, presented information about the draft law. He emphasized that the main goal of this initiative is to improve the system of mandatory housing insurance, which will enhance the financial stability of the insurance sector and protect the interests of citizens.

The draft law also provides for ensuring timely and guaranteed payments for insured events. During the discussion, Deputy Altynbek Kylchbaev asked questions about the timing of insurance compensation payments, especially in cases of fire, and the amount of these payments. Marat Pirnazarov responded that the maximum payout is 1 million soms for urban residents and 500,000 soms for rural residents, with the payment period being up to one month.

Deputy Gulnara Akimbaeva clarified who can act as a third party in the process of mandatory insurance, asking questions regarding several articles of the draft law.

In response to a question from Deputy Toktobubu Ashymbaeva about previously made insurance payouts, the speaker provided statistics: in 2024, 240 insurance cases were registered with payouts totaling 37 million soms, in 2025 — 247 cases with total payouts of 32 million soms, and in the current year, 37 cases have already been recorded with payouts amounting to 10 million soms.
