
The state institution "Kyzmat" has announced the launch of a new digital service that allows citizens of Kyrgyzstan to apply for the exchange of the general civil passport of the 2020 model through the mobile application "Tunduk".
The service is provided in standard mode, and the processing time for the passport is 18 working days.
Applications can be submitted through the app for several reasons:
- expiration of the passport or at the citizen's request;
- changes in personal data;
- damage to the document;
- loss of the passport.
When submitting an application, there is an option to change the transliteration of the surname, first name, and patronymic into Latin script.
According to paragraph 9 of the Regulation on the general civil passport of the 2025 model, approved by the Cabinet's resolution dated August 20, 2025, No. 508, indicating the patronymic is optional. The applicant decides whether they want to include it. However, the patronymic must be indicated in the ID card if it exists.
The service also offers modern digital features. When applying for the exchange of an ID card or a foreign passport, it is possible to:
- upload a photo from a mobile device;
- take a picture directly in the app;
- upload a photo obtained at the ЦОН (Public Service Center) using a unique barcode (the photo at the ЦОН is provided for free).
The photo requirements comply with international ICAO standards: the face must have a neutral expression, the gaze directed straight at the lens, and a slight smile is allowed. The photo must be taken without headgear, except for scarves that do not cover the face. The photo must be in color, against a white background, sized 35×45 mm, and taken no later than six months before the application submission.
When taking a photo with glasses, the frame must not cover the eyes, and the lenses must not create glare. Darkened lenses are allowed for individuals with vision impairments. Clothing should be casual or business attire.
To submit an application, a valid electronic cloud signature is required, which can be checked in the personal account of the "Tunduk" application.
