Deputies supported the tightening of measures against begging in public places

At a meeting of the Committee of the Jogorku Kenesh on International Affairs, Defense, Security, and Migration, a draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Code of the Kyrgyz Republic on Offenses and the Law of the Kyrgyz Republic 'On External Migration')" was approved in the first reading.

Deputy Minister of Internal Affairs Nurbek Abdiyev presented this initiative.

As noted by Abdiyev, the purpose of the draft law is to reduce the level of begging, minimize its negative impact on public order, and enhance road safety by eliminating begging near roadways. He also emphasized the importance of protecting vulnerable populations from exploitation.

The main objectives of the project are to establish legal norms that define responsibility for persistent begging in public places, including roads, as well as to prevent the involvement of vulnerable groups in begging through strict sanctions. Additionally, the draft law contains provisions for the expulsion of foreign citizens who repeatedly violate established norms.

During the discussion, Deputy Burun Amanova noted that begging on the streets and near roads creates serious problems, including threats to road safety.
Deputy Medina Kairylbekova highlighted the issue of offenses committed by foreigners.

Furthermore, the parliamentarians approved the draft law "On Ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Belarus on Readmission," signed on September 29, 2025, in Minsk, also in the first reading.
