Sadyr Japarov signed a decree on urgent measures to improve the efficiency of vehicle technical inspection organization
The state enterprise "Technical Design Center of the Main Department for Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" has been designated as the state operator in this area. Its main task is to centralize, test, and improve the system of state control over road safety.
The adoption of the decree is due to the necessity of enhancing road safety and creating an effective system for monitoring technical inspections. It is also aimed at ensuring price stability and improving the quality of services for citizens.
Accreditation certificates issued by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce for control bodies and laboratories will be valid until July 1, 2026. At the same time, during the period of temporary legal regulation, the Kyrgyz Accreditation Center is instructed to suspend the issuance and renewal of accreditation certificates related to technical inspections and the issuance of certificates of safety for vehicle designs.
The Ministry of Internal Affairs has been assigned the following tasks:
1) Monitoring the implementation of the pilot regime of temporary legal regulation until July 1, 2026.
2) Preparing proposals for the Presidential Administration based on the results of the pilot program by September 1, 2026.
3) Organizing the opening of technical inspection points and the issuance of certificates of safety for vehicle designs in accordance with established requirements and standards.
4) Ensuring that inspection points are equipped with modern diagnostic equipment and preparing qualified specialists.
5) Identifying sources of funding for the activities provided for in the decree in collaboration with the Ministry of Finance and other interested bodies.
6) Resolving issues related to the allocation of land plots for the construction of inspection points in cooperation with the authorized representatives of the president in the regions and the mayors of Bishkek and Osh.
The decree comes into effect upon its official publication.
- According to data from the Ministry of Justice of the Kyrgyz Republic, the state enterprise "Technical Design Center of the Main Department for Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" was re-registered on March 13, 2025. The head is Shikh-sefi Khalibekov Khalibekovich, and the founder is the Cabinet of Ministers.
