Vehicle Inspection: Sadyr Japarov Introduced Temporary Regulations and Frozen Prices

The measures are aimed at improving the safety and quality of the services provided.

The President of Kyrgyzstan, Sadyr Japarov, has initiated urgent actions to enhance the efficiency of vehicle technical inspections by signing the relevant decree.

These measures are aimed at improving road safety, enhancing the quality of services in this area, and stabilizing prices for technical inspections.

The implemented measures will be in effect from January 1 to December 31 of the current year. The state enterprise "Technical Center of the Main Department for Ensuring Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" has been appointed as the operator in this field.

Accreditation certificates issued by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce for conducting technical inspections and issuing certificates will remain valid until July 1, 2026. During the period of temporary regulation, both the extension and issuance of new certificates for controlling organizations and laboratories will be suspended.

The Ministry of Internal Affairs is obliged to organize a network of technical inspection points throughout the country, equip them with modern diagnostic equipment, prepare qualified specialists, and, together with the Ministry of Finance, determine sources of funding. In addition, the Ministry of Internal Affairs, in cooperation with the mayors of Bishkek and Osh, must address issues related to the allocation of land plots for these points.

Control over the implementation of these measures is entrusted to the administration of the President of the Kyrgyz Republic.
