Cutting Officials - Paying Bonuses: How the Saved Money Will Be Redistributed
This document aims to optimize budget expenditures resulting from the reduction of staff in government agencies and their reorganization or closure. First and foremost, the released funds will be directed towards compensations for dismissed employees in accordance with current labor legislation, as well as to cover current operational costs and expenses related to non-financial assets.
The remaining funds will be used to pay incentives to employees of central offices and territorial divisions of government agencies, which should contribute to increasing their work efficiency.
It is important to note that these incentive payments will not be taken into account when calculating the average salary, as well as when accruing allowances for work in high-altitude and hard-to-reach areas, bonuses, benefits, and the thirteenth salary.
The decree also emphasizes that in the event of a need to increase the number of employees in government agencies, additional expenses must be covered by the already released funds.
Furthermore, the decree of the president dated June 24, 2025, No. 191, which regulated similar issues of financial distribution within the framework of debureaucratization, has been revoked.
The Cabinet of Ministers is instructed to account for the released financial resources in the republican budget for the corresponding year. The decree comes into effect in ten days.
