The President Introduced Temporary Regulation of Vehicle Inspections and Frozen Prices

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a decree regarding urgent measures aimed at improving the organization of vehicle technical inspections. The main goal of the document is to enhance road safety, improve the quality of services offered, and maintain price stability in this area.

According to the new decree, from January 1 to December 31, 2026, temporary legal regulations will be in effect, which include the centralization of state control over the technical inspection process. The state enterprise "Technical Center of the Main Department for Ensuring Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" has been designated as the main operator in this field.

During this period, price control will be implemented, and measures will be introduced to improve the quality of services related to vehicle technical inspections and the issuance of certificates of vehicle construction safety.

The decree also stipulates that accreditation certificates previously issued by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce will remain valid until July 1, 2026. At the same time, during the period of temporary regulation, the extension and issuance of new certificates for supervisory bodies and laboratories will be suspended.

The Ministry of Internal Affairs has been tasked with monitoring the trial regime until July 1, 2026, and to present its proposals to the presidential administration by September 1 based on the results. Additionally, the Ministry of Internal Affairs must establish a network of technical inspection points throughout the country, equip them with modern diagnostic equipment, prepare qualified personnel, and, in cooperation with the Ministry of Finance, identify funding sources.

Moreover, the Ministry of Internal Affairs, in collaboration with the authorized representatives of the president in the regions and the mayors of Bishkek and Osh, must address issues related to the allocation of land plots for the construction of technical inspection points.

Control over the implementation of the decree is entrusted to the presidential administration, and the document comes into force upon its official publication.
