According to this document, from January 1 to December 31, 2026, the state enterprise "Technical Center of the Main Department of Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" will perform the functions of the state operator for the technical inspection of vehicles and the issuance of safety certificates for structures.
Accreditation certificates previously issued to controlling bodies and laboratories by the Kyrgyz Accreditation Center will remain valid until July 1. During this time, the institution will suspend the extension of validity periods and the issuance of new accreditation certificates for vehicle technical inspections.
The Ministry of Internal Affairs has been assigned the following tasks:
- to monitor the implementation of the test mode of temporary legal regulation until July 1;
- to present relevant proposals to the President's Administration based on the results of the test period before September 1;
- to organize the opening of a network of vehicle technical inspection points and the issuance of safety certificates in accordance with established standards and requirements, as well as to ensure the availability of modern diagnostic equipment and trained specialists;
- together with the Ministry of Finance and other interested state bodies, to determine the sources of funding for the activities provided for in the decree;
- together with the authorized representatives of the president in the regions, as well as the mayors of Bishkek and Osh, to resolve the issue of allocating land plots for the construction of technical inspection points.
