Government agencies continue to demand certificates despite the digital code — Dastan Bekeshev


The deputy noted that the Ministry of Internal Affairs and the Ministry of Justice do not comply with the requirements for transitioning to a paperless documentation process.


At the meeting of the committee of the Jogorku Kenesh, Dastan Bekeshev expressed dissatisfaction that state and municipal authorities continue to request certificates and copies of documents from citizens, despite the adoption of the Digital Code.

According to the deputy, the Digital Code already establishes a rule that if a document is available in electronic format, citizens are not required to provide it in paper form. However, in practice, this requirement is not being enforced.

As an example, Bekeshev cited the situation with the Ministry of Internal Affairs, which, during the taxi licensing process, requires a certificate of no criminal record and a copy of the passport, despite the fact that the Ministry itself issues the certificate of no criminal record.

“Why should citizens provide a certificate that a government agency can obtain? What was the purpose of adopting the Digital Code then?” — the deputy asked.

He also pointed out that many agencies justify themselves by claiming a lack of access to the “Tunduk” system, which leads them to continue shifting bureaucratic burdens onto citizens.

Furthermore, Bekeshev provided an example of the Ministry of Justice, which requires an extract from the State Cadastre from each resident when registering a homeowners' association (HOA). This leads to significant costs for residents, who are forced to spend tens of thousands of soms on certificates for HOA registration.

The deputy noted that such practices seem particularly absurd given that the Minister of Justice, Ayaz Bayetov, heads the commission for debureaucratization.

In this regard, Bekeshev proposed not only to establish a ban on the requirement for unnecessary certificates in legislation but also to introduce accountability for state and municipal authorities for violations of these norms.
