Former EEC employees and ex-officials want to simplify their return to public service
The bill proposes appointments to state and municipal positions without a competitive selection process
A new initiative regarding amendments to the Law "On State Civil Service and Municipal Service" is being discussed in the Jogorku Kenesh, aimed at simplifying the employment process for certain categories of citizens in public service.
According to the document, it is proposed to allow appointments to administrative positions in state and municipal bodies without competitive selection for the following categories:
• citizens who have worked for more than two years in the Eurasian Economic Commission;
• individuals who have previously held political positions in state and municipal bodies.
The initiators of the bill emphasize that these specialists possess the necessary knowledge, as well as management and international experience, which enables them to function effectively within the public administration system.
It is important to note that this simplified procedure will have limitations and will be targeted — it does not abolish competitions for other candidates and does not deprive them of the opportunity to participate in the selection for public service.
The developers believe that the adoption of this bill will help maintain personnel continuity, utilize the experience of professionals, and increase the efficiency of the work of state and municipal bodies.
