On the site of colony No. 47 in Bishkek, a modern residential complex has emerged. The area, which was once associated with a correctional institution, now represents a revitalized urban space with new buildings and developed infrastructure.

Housing construction for citizens across the country

The State Mortgage Company (GIK) provides apartments to citizens in need of improved housing conditions, including shared participation.


Currently, similar projects are being implemented throughout the country. GIK is carrying out large-scale construction in all regions. The total number of mortgage apartments being built is 80,245, including:



A new home in the new year

President Sadyr Japarov participated in the ceremony of handing over the keys to mortgage apartments as part of the second phase of the 'Muras' residential complex construction. He congratulated the new residents and emphasized the significance of this event at the beginning of the new year.

“We meet in the first month of the new year with a joyful event. I sincerely congratulate you on your new home! May 2026 be a year of prosperity and stability for our people!” — noted the president.

The president also noted that one of the priority tasks remains ensuring citizens have access to affordable housing.


Today we are handing over 1,080 apartments to their owners.

He reminded that 4,754 apartments are planned to be built in the 'Muras' residential complex across 39 blocks. In 2024, 510 apartments will be handed over, and in 2025 — 476. The complex will include a school, kindergarten, parking spaces, and all necessary social infrastructure.

Forming prices for square meters of mortgage housing

The president also discussed the conditions of mortgage lending and pricing.

“The State Mortgage Company offers apartments for 25 years with no down payment at an interest rate of 4 to 8 percent. This is even lower than the inflation rate. We do this to make life easier for people,” — he emphasized.


Sadyr Japarov noted that the increase in prices per square meter is caused by objective factors.

“It is necessary to take into account the rising cost of construction materials, the salaries of builders, the development of infrastructure, the construction of pumping stations and treatment facilities. All these expenses affect the formation of an economically justified price,” — he explained, calling for citizens' understanding.
Speaking about the future, the president stated that GIK will transition to self-financing in the coming years.
“We are forming a system not only for 5–10 years but for 50–100 years ahead. The State Mortgage Company will become a stable institution that provides housing for citizens — from newlyweds to the elderly.

Today's event is not just the opening of new homes, but an opportunity for more than a thousand families to make plans and look confidently into the future,” — he added.

Comfortable apartments and parking

According to the chairman of GIK, Talant Zhekshenov, the residential complex will have internal parking for 2,500 cars, which will be built by the end of 2026.


He added that currently, 1 square meter of apartments with repairs from GIK costs $950.


I am confident in the quality of the buildings being constructed — this applies to finishing and elevator installation. GIK employees check and control every detail every day.

He also spoke about future plans. In June of this year, keys to apartments in eight more blocks will be handed over, and another seven will become available on the Southern Highway in Bishkek.

A new life for city residents

Kamchybek Satylganov, a Kyrgyz citizen, recently received the keys to his apartment from the president. His story became widely known thanks to TV presenter Assol Moldokmatova, who shared the man's difficult situation on social media.

Previously, he worked as a janitor at the municipal enterprise "Tazalyk," but due to atherosclerosis, he had to leave his job.
Now he is raising two sons on his own, one of whom has a disability. Kamchybek himself also has a disability; he recently had a leg amputated.
Assol Moldokmatova drew public attention to the fate of the man who had long been without his own housing.


The publication received a wide response and led to a resolution of the issue at the state level. Sadyr Japarov ordered to provide Kamchybek Satylganov with an apartment under the State Housing Program. The housing was provided free of charge.

The new resident shared that he is very happy that his one-bedroom apartment is on the first floor — this is especially important for a person with a disability.

Happiness in one's own home

The large family of Bakhtiyar Baltabaev has just moved into a three-room apartment on the first floor and has already started to settle in with joy. The head of the family noted that the school is within walking distance, and one of the children has already started attending it.




“We queued for mortgage housing in 2024 and are grateful to Sadyr Japarov for the opportunity to live in our apartment instead of renting. We have already paid half the cost of the housing, and we will pay the remaining part over 15 years,” — added Bakhtiyar Baltabaev.
