Bekeshev on the Cabinet's Bill: They Want to Put Collars on Deputies and Keep Them on a Leash

At the meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, which took place on April 7, Bekeshev stated that while he supports the introduction of restrictions on the frequency of amendments for certain codes, he opposes a universal ban.

He emphasized that the Cabinet of Ministers itself repeatedly makes changes to laws, including the Code of Offenses and the Criminal Code, and does not understand why this restriction should apply only to deputies. "Tomorrow they might initiate urgent changes themselves and then offer us a bill based on a presidential decree. Thus, they propose restrictions that they themselves do not intend to comply with. If we are introducing such norms, they should apply to everyone, not just deputies. We should not be kept on a leash. We are elected by the people, and you want to make us ask for permission," Bekeshev said.

Ilimbek Kubanychbekov, another deputy, asked about the number of changes made to the codes last year and who initiated them.

He added that in this case, the ban on frequent changes should only apply to the Cabinet of Ministers.

It should be noted that the Ministry of Justice proposes to establish a rule according to which changes to the Civil, Land, Forestry, Family, Water, Housing, Air, Budget, Civil Procedural, Administrative Procedural, Criminal Executive, Criminal, Criminal Procedural, Labor Codes, and the Codes on Children, Non-Tax Revenues, and Offenses can be made no more than once a year, except in cases where changes are initiated by the decision of the president.
