The Ministry of Justice proposes to amend the codes of the KR no more than once a year
At a meeting of the Jogorku Kenesh Committee on Judicial and Legal Issues, Law Enforcement, and the Fight Against Crime, Minister of Justice Ayaz Bayetov noted that amendments to the codes in Kyrgyzstan are made quite frequently, which affects law enforcement practices.
“Sometimes even state bodies do not manage to keep track of all the changes. This negatively impacts business and the investment climate. We propose to limit the frequency of amendments to once a year, except in cases where amendments are initiated by the president or as a result of decisions by the Constitutional Court. Similar measures are already in place for the Tax and Digital Codes,” the minister added.
According to the minister, in 2025, the Code of Offenses was amended 33 times, and the Criminal Code was amended 13 times.
It is proposed to amend 17 codes, including the Civil, Land, Forest, Family, Water, Housing, Air, Budget, Labor, Criminal Procedure, Criminal, Penal, Civil Procedure, Administrative Procedure, as well as codes concerning children, non-tax revenues, and offenses.
Some deputies expressed concerns that this bill infringes on the rights of lawmakers. However, the minister assured that there would be no violations. According to him, each deputy will be able to propose their own bills, but ultimately a unified regulatory act will be formed taking into account all proposed amendments once a year.
In addition, Ayaz Bayetov emphasized the readiness to refine the mechanism for the extraordinary introduction of amendments to the codes at the initiative of deputies in cases of extreme necessity.
As a result of the discussion, the deputies concluded that the bill requires further refinement and decided to remove it from the agenda.
