GKNB
On the same day, February 10, Jumgalbek Shabdanbekov was appointed as the acting chairman of the State Committee for National Security, and on February 19, the president officially confirmed him in this position.Additionally, the following changes occurred in the GKNB:
- Rustam Mamasadykov was appointed as the first deputy chairman of the GKNB, replacing Kurvanbek Avazov, who was previously relieved of his duties as secretary of the Security Council;
- Uranbek Shadybekov became the deputy chairman of the GKNB and director of the Cybersecurity Coordination Center, replacing Daniyar Rysaliev;
- Alisher Erbaev was appointed as the director of the Anti-Terrorism Center, succeeding Elizar Smanov.
Based on the 9th service of the GKNB, the State Guard Service under the President of the Kyrgyz Republic was established, and on February 11, Syrgaka Berdikozhoev was appointed to this position.
On February 14, Ulan Biibosunov became the head of the Main Department of the GKNB for Bishkek, replacing Eldar Jakypbekov, who was temporarily suspended and then arrested on February 15. Additionally, on February 16, employees of the Main Investigation Department of the Ministry of Internal Affairs detained two GKNB employees connected to Jakypbekov, and by the end of the month, it became known that five more employees were detained in connection with this case.
On February 16, another personnel reshuffle occurred — Salmoor Jumabekov was removed from the position of head of the GKNB's Osh Main Department, and Kanat Tabaldiev replaced him.
The next day, on February 17, Akyilbek Namazov became the new deputy chairman of the GKNB, replacing Timur Shabdanbekov.
Ministry of Internal Affairs
Mirlаn Ryskeldiev, previously a deputy, was appointed head of the Criminal Investigation Department of the Ministry of Internal Affairs, while Ulan Biibosunov became the head of the Main Department of the GKNB for Bishkek.Other changes in the Ministry of Internal Affairs are also connected to the name of Eldar Jakypbekov. Thus, on February 16, the head of the personnel department of the Chui Regional Department of Internal Affairs Rufat Abdurazakov was dismissed, along with several of his acquaintances.
Prosecutor's Office
Changes also occurred in the General Prosecutor's Office: Baymurza Maatov was relieved of his duties as the first deputy general prosecutor, replaced by Malik Bekturganov, and Zalkarbek Aknaazarov became the new deputy general prosecutor.Kamchybek Tashiev's nephew Nurgazy Matisakov was also removed from his position as head of the Transport Prosecutor's Office.
Cabinet
On February 13, Bektur Zulpiev was appointed as the authorized representative of the president and the cabinet in the Jogorku Kenesh, replacing Almasbek Abytov, who left voluntarily.On February 16, President Sadyr Japarov signed decrees relieving three ministers from their positions:
- Absattar Syrgabaev was replaced by Talantbek Soltobaev as the minister of transport and communications;
- Medер Mashiev left the post of minister of natural resources, ecology, and technical supervision, with Akyil Toktobaev becoming the new minister;
- Boobek Ajikeev was replaced by Urmatbek Shamyrkanov as the minister of emergency situations. However, on March 10, Shamyrkanov was also dismissed, and Kanatbek Chynybaev became the acting minister.
Changes also occurred among the deputies in several ministries, including the Ministry of Science and the Ministry of Justice.
Jogorku Kenesh
Already on February 10, rumors emerged that Nurlanbek Turgunbek uulu might leave the post of speaker of the Jogorku Kenesh while on a business trip in Turkey. However, the press service denied this. Ultimately, on February 12, he did resign from his position, and Marlen Mamataliyev became the new speaker. Later, Turgunbek uulu surrendered his mandate, and his place was taken by Dzhailoobai Nyshanov.A week later, Karim Khandzheza also resigned from his position as vice-speaker, and he was replaced by Bolot Ibragimov. On February 26, Chyngyz Ajibayev left his post as vice-speaker, and Medерbek Aliyev took over.
There were also further changes in the parliamentary committee: Elvira Surabaldiyeva became the chairperson of the committee on international affairs, while Gulkan Moldobekova became the chairperson of the committee on labor and social issues. Jyldyz Kurmanalieva was appointed as the deputy chairperson of the second committee.
Since February 10, the following mandates were surrendered:
- Nurlanbek Turgunbek uulu — transferred his mandate to Dzhailoobai Nyshanov;
- Kunduzbek Su laymanov — transferred to Rayimberdi Duyshenbiev;
- Elidar Su laymanov — transferred to Azizbek Abdullaev;
- Janar Akayev (in the position of mayor of Osh) — transferred his mandate to Talaybek Sarybashov;
- Kuvanychbek Kongantiev — the next deputy became Chingiz Aydarbekov.
Cities
On February 18, the mayor of Osh became former deputy of the Jogorku Kenesh Janar Akayev, who replaced Zhenishbek Toktorbaev.On February 20, it became known that the mayor of Manas Ernisbek Ormokov was also relieved of his duties, and Abdupatt Matkalikov took his place.
On March 6, Altynbek Ergeshov left his post as mayor of Tokmok, and Kutpidin Shakirov was appointed in his place.
On March 9, the mayor of Karakol also changed: Kanybek Adiev was replaced by Talantbek Imanova, who previously held the position of special representative of the president.
Other Appointments
Kutman Mamirov became the head of the State Agency for Personal Data Protection. On March 5, Kazybek Moldazhiyev, the director of the State Agency for Physical Culture and Sports, was relieved of his duties, and Urmat Asanbaev was appointed in his place.Now, Galina Bayterek heads the publishing house "Kyrgyz Tuusu," while Samat Erkinbekov became the head of the directorate for non-Olympic sports.
