On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree according to which Kamchybek Tashiev was relieved of his duties as Deputy Prime Minister and Chairman of the State Committee for National Security.

This news came as a surprise both to the citizens of the country and to Tashiev himself. This resignation was followed by other significant changes.

Personnel Changes in the SCNS

According to the presidential decree of February 10, Kamchybek Tashiev was removed from the position of Deputy Prime Minister and head of the SCNS.

In addition, the following officials were relieved of their duties:Abdikarym Alimbaev was removed from the position of First Deputy Chairman of the SCNS and appointed to another position.

New Appointments in the SCNS

The acting Chairman of the State Committee for National Security is Jumgalbek Shabdanbekov.

Rustam Mamasadikov became the First Deputy Chairman of the SCNS after being relieved of his duties as Secretary of the Security Council (this position currently remains vacant).

Alisher Erbaev was appointed Deputy Chairman of the SCNS and Director of the Anti-Terrorism Center, while Uranbek Shadybekov became Deputy Chairman and Director of the Cybersecurity Coordination Center.

Structural Changes in the SCNS

The Border Service was removed from the SCNS. It should be noted that this service had been under the SCNS since November 2020. Abdikarym Alimbaev, who previously held the position of First Deputy Chairman of the SCNS, became the Chairman of the State Border Service.

A State Security Service under the President of the Kyrgyz Republic was also established, based on the 9th service of the SCNS. Syrgak Berdikozhoev was appointed as the head of the new service.

According to Kaktus.media, on February 11, it became known that these changes are just the beginning, and serious reforms are expected in the SCNS after the appointment of a new leader.

According to sources, the special services will focus on their core responsibilities, such as counterintelligence, intelligence, and combating extremism and terrorism.

President Sadyr Japarov confirmed in an interview with the "Kabar" agency that changes are expected in the SCNS, noting that the agency has successfully fulfilled its tasks.

He emphasized that in the face of changing national security challenges, the SCNS needs to undergo a qualitative reform to adapt to new realities.

Reasons for Kamchybek Tashiev's Resignation

As reported by the President's press secretary Askat Alagozov on February 11, the decision to remove Tashiev was made in the interests of the state to prevent a split in society.

Later, Alagozov clarified that behind Tashiev's actions were individuals such as Bekbolot Talgarbekov and Emilbek Uzakbaev, who, under the guise of Tashiev's name, attempted to incite people to side with the general.

On February 13, President Japarov stated in an interview with "Kabar" that attempts to split had begun in parliament, adding that he had evidence of threats coming from the general.

The President noted that he made the decision to dismiss Tashiev to prevent negative consequences for his friend.

Appeal for Early Elections

Among the factors contributing to the split was an appeal for early presidential elections, signed by 75 individuals. Their names are available here.

On February 11, these individuals were summoned for questioning by the police. As of February 16, five of them had been detained, including Bekbolot Talgarbekov, Emil Uzakbaev, Kurmanbek Dykhanbaev, Kursan Asanov, and Aaly Karashev.

Reaction of Kamchybek Tashiev

In his address published on February 11, Tashiev stated that he was in Germany for a medical examination and was surprised by his resignation. He noted that he had always served his country and people and expressed gratitude to all employees of the SCNS.

Tashiev also emphasized that to ensure peace and stability in the country, it is necessary to act within the framework of the law and not allow illegal actions.

On February 13, he returned to Kyrgyzstan without completing his treatment, resuming his activities.
Kamchybek Tashiev continues to hold the position of President of the Kyrgyz Football Union and is the Vice President of the National Boxing Federation of Kyrgyzstan, as well as the head of the Board of Trustees of KRSU.

Additional Resignations

Following the personnel changes in the SCNS, other resignations followed.

On February 12, Speaker Nurlanbek Turgunbek uulu resigned, and Marlen Mamataliyev became the new speaker.

On February 13, the President's representative in the Jogorku Kenesh was changed: instead of Almasbek Abytov, who left voluntarily, the new representative is Bektur Zulpiev.

The Central Election Commission on February 13 approved three candidates as deputies from multi-mandate district No. 13, where elections were canceled: Aibek Altynbekov, Aigul Karabekova, and Talant Mamytov.

On February 14, the head of the Main Directorate of the SCNS for Bishkek was changed: Ulan Biibosunov was appointed instead of Eldar Zhakypbekov.

On February 15, it became known that Zhakypbekov had been arrested.
Information about the detention of Jogorku Kenesh deputy Shairbek Tashiev appeared on social media; however, parliament denied this information, stating that no request for his arrest had been received.
