Mederbek Aliyev's initiative involved expanding the definition of "narcotic substances" by adding terms such as "psychotropic substances, potent agents, their analogs, and precursors." These changes affect the Civil Procedure Code, the Children's Code, and the Advertising Law.
Ulukbek Karybek uulu sharply responded to the proposal, pointing out issues with the document. He noted that the justification report mentioned amendments to the Family and Criminal Enforcement Codes, which are not actually present in the text of the bill.
"The justification cannot contain absurdities. It is necessary to clearly specify the articles of the laws that are being amended. This looks like an attempt to deceive the deputies. We represent the legislative branch of power, and every document must be thoroughly worked out. Laws cannot be adopted with violations," the deputy stated.
He added that he supports the initiative to combat drugs, but due to legal negligence, he intends to express a "special opinion" at the chamber meeting.
For his part, Mederbek Aliyev acknowledged the presence of "technical shortcomings" in the documentation. However, representatives of the Jogorku Kenesh apparatus assured that these shortcomings do not constitute a legal obstacle to the adoption of the bill.
Nevertheless, the discussion escalated into a lengthy exchange. Ulukbek Karybek uulu accused his opponent of manipulation, to which Mederbek Aliyev responded with a reproach of populism.
It is important to note that this is not the first instance of disagreement between these parliamentarians. Last week, the speaker of the Jogorku Kenesh already acted as a mediator in the conflict between Aliyev and Karybek uulu.
