
A deputy initiates new formulations
The changes will affect the Civil Procedure Code, the Children's Code, and the Law on Advertising, with the aim of eliminating legal gaps that allow for circumvention of existing norms.
Medер Aliyev, a deputy of the Jogorku Kenesh, has proposed amendments to several legislative acts aimed at clarifying ambiguities in the terminology related to the control of the circulation of narcotic and psychoactive substances.
According to the explanatory note to the draft law, the current laws predominantly use the term "narcotic substances," while the new Law on "Narcotic Substances, Psychotropic Substances, Their Analogues, and Precursors" introduces a broader range of concepts, including psychotropic substances, their analogues, precursors, and potent substances.
The author of the initiative believes that differences in terminology may lead to certain types of substances not falling under existing restrictions or liabilities. Therefore, it is proposed to unify the terminology and expand the norms to cover not only narcotic substances but also psychotropic, synthetic, and potent substances.
Amendments will be made to the Civil Procedure Code, the Children's Code, and the Law on Advertising. In particular, changes to advertising legislation will aim to prohibit the promotion of not only narcotic substances but also other psychoactive and potent substances.
