Deputy of the Housing Committee Proposes to Expand the Definition of "Drugs" in Laws

Mederbek Aliyev, a deputy of the Jogorku Kenesh, has proposed an initiative to change the narrow definition of "narcotic substances" in several legislative acts to a more detailed one: "narcotic substances, psychotropic substances, potent substances, their analogs, and precursors."

These changes were presented by him at a meeting of the committee on judicial and legal issues, law enforcement, combating crime, and countering corruption. The package of amendments includes changes to the Civil Procedure Code, the Code on Children, and the Law "On Advertising."

Aliyev believes that the need for such changes is dictated by rapid changes in the drug market.

“The situation has changed. Ten years ago, the existing definition of 'narcotics' in the law was sufficient, but today it is no longer enough. Many new psychotropic and potent substances have emerged. For full regulation, it is necessary to implement an expanded definition that corresponds to international practice,” the parliamentarian explained.
