Changes in the Cabinet of Ministers
Erlist Akunbekov has been appointed as the new Deputy Prime Minister responsible for water resources, agriculture, and the processing industry. His main tasks will be related to water policy, supporting farmers, and developing the processing sector.
Previously, Bakyt Torobaev resigned.
Damirbek Osmonov has become the Minister of Health, replacing Kanybek Dosmambetov, who held this position since December 24, 2025. Osmonov, a 44-year-old cardiologist with extensive experience, was previously the head of the cardiology department at Bishkek Medical University and the chief freelance cardiologist of the Ministry of Health.
Damirbek Osmonov is known as one of the leading experts in the diagnosis and treatment of cardiovascular diseases, actively participating in international medical projects and is the founder of the private clinic "Bikard".
Aibek Aydarov has become the Deputy Minister of Justice of Kyrgyzstan, replacing Orozbek Sydykov, who held this position since 2023 and was responsible for legal expertise and interaction with government agencies.
Aydarov previously worked as the head of the legal support department in the Ministry of Economy and Commerce of the Kyrgyz Republic.
Elinara Subakozhoeva has been appointed as the Deputy Minister of Digital Development and Innovative Technologies. She began her career at the telecommunications company MegaCom and reached leadership positions, including heading the State Communications Agency with the implementation of an online platform for radio frequency trading.
Iskender Sulaymanov has been appointed as the Deputy Minister of Emergency Situations. He was born on September 15, 1985, and has experience working in the apparatus of the Jogorku Kenesh and in various parliamentary committees.
Kanatbek Chynybaev has become another Deputy Minister of Emergency Situations, replacing Akyldbek Mazaripov, who now holds the position of First Deputy.
Amantur Tursuniyazov has been appointed as the Deputy Minister of Natural Resources, Ecology, and Technical Supervision, and has also headed the Kyrgyz Geological Service. Previously, he worked as the Deputy General Director of the State Enterprise "Kyrgyzkomur" and as Deputy Head of the Open Joint Stock Company "Kyrgyzaltyn".
These appointments are aimed at strengthening key sectors of the economy and social sphere.
Changes in the Jogorku Kenesh
Deputy Medербек Aliyev was elected as the First Vice-Speaker of the Jogorku Kenesh, his candidacy was proposed by the deputy group "El ümütü – Ata Jurt". He received 74 votes in favor and 3 against. Chyngyz Ajibayev left voluntarily.
Two new deputies — Rayimberdi Duyshenbiev and Jailoobai Nyshanov took the oath. Duyshenbiev takes the place of Kunduzybek Sulaymanov, and Nyshanov takes the place of Nurlanbek Turgunbek uulu, both of whom resigned their mandates early.
Rayimberdi Duyshenbiev was previously the Chief of Staff of the Armed Forces of the Kyrgyz Republic.
Almasbek Abytov has been appointed as the head of the apparatus of the Jogorku Kenesh. Previously, he was the authorized representative of the president and government in parliament.
Aibek Iminov has been appointed as the Deputy Chairman of the National Agency for Religious Affairs.
He previously worked in the regulation of religious organizations and held the position of head of the expertise department in the State Commission on Religious Affairs.
Resignations of District Akims
Kanat Tabaldiev has been relieved of his duties as the akim of the Kara-Suu district of the Osh region at his own request. He was appointed in August 2024. Also dismissed is Manas Murataliev, akim of the Toguz-Toro district of the Jalal-Abad region, who has been in office since June 2023.
Changes in City Halls
Kanatbek Mamatov has been appointed as the director of the Department of Physical Culture and Sports of the Bishkek City Hall. Previously, he oversaw educational and sports events.
The Deputy Director is Rustam Alisherov, who previously worked as the chief inspector of the city hall.
The First Deputy Mayor of Osh has become Omorbek Torobaev, who previously oversaw large taxpayers. It should be noted that last week all deputy mayors of Osh were removed from their positions.
Ernis Toltoev has been appointed as the Deputy Mayor of Osh, replacing Sonunbek Junusbaev. He will be responsible for public services and transport infrastructure.
Myktybek Osmonaliev has been appointed as the head of the apparatus of the Osh City Hall, replacing Masuda Aydarbekova, who has become the Deputy Mayor.
The Mayor of Kant Ulan Mailibashev has resigned at his own request, having worked since June 2021.
The First Deputy Mayor of Manas has been appointed Damirbek Davlyanov, who has experience working in the Ministry of Internal Affairs. The former Deputy Mayor Kubanychbek Imanaliev left voluntarily.
Mirgul Egemova has been appointed as the Deputy Mayor of Manas for construction, having previously headed the city hall's apparatus.
The Mayor of Shopokov Radzhu Noruzbaev has resigned at his own request, having held this position since the summer of 2025.
