Elnara Subakozhoyeva has been appointed as the Deputy Minister of Digital Development and Innovative Technologies of the Kyrgyz Republic. The corresponding order was signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev.
Elnara began her professional journey in 2008 as an intern at the contact center of MegaCom. Throughout her career in the telecommunications industry, she steadily climbed the corporate ladder to the level of senior management.
In 2017, Elnara headed the State Communications Agency, where she implemented an online platform for open bidding for radio frequencies. The creation of this transparent mechanism contributed to stable revenues for the state budget.
From 2024 to February 2026, she managed the state operator MEGA (JSC "Alpha Telecom"). Under her leadership, the company reached over 2.2 million active subscribers for the first time, leading to an increase in revenues, tax contributions, and dividends paid to the state.
In 2024, Elnara was awarded a Certificate of Honor from the Cabinet of Ministers for her significant contribution to the development of communications.
