Information about Toktorbaev's possible resignation had been circulating in the media in recent days. On February 17, both the presidential administration and the mayor's office assured that he continued to hold his position, while the mayor himself denied all rumors about his resignation.
Toktorbaev was appointed as mayor on January 23, 2025. Previously, he represented the "Ata-Jurt Kyrgyzstan" faction in the VII convocation of the Jogorku Kenesh.
During his tenure, Toktorbaev was remembered not only for his bright appearances but also for unexpected inspections, which were sometimes perceived as attempts at self-promotion. This was mentioned by former Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu.
In July 2025, the mayor of Osh received a car as a gift from Kamchybek Tashiev, who represented President Sadyr Japarov. Tashiev emphasized that Toktorbaev's work had been recognized as successful and serves as an example for other state leaders, which is why the car was presented as a sign of recognition.
However, in September 2025, Sadyr Japarov issued a severe reprimand to Toktorbaev for improper performance of official duties, which was classified as a violation of ethics and service discipline.
After Tashiev's resignation, responding to journalists' questions, Toktorbaev expressed his readiness to follow any instructions from the president.
He noted: "If the president says, 'Leave now,' I am ready to write a statement and leave immediately."
It is worth noting that on February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree relieving Kamchybek Tashiev of his duties as Deputy Chairman of the Cabinet of Ministers and Chairman of the State Committee for National Security.
After this resignation, there were other personnel changes in the GKNB and other state structures.
