
In the Chui region, three employees of the Bishkek City Department of the State Center for Vehicle Registration and Driver Licensing have been detained on suspicion of illegally registering cars based on forged documents. The court has ordered their preliminary detention for one month.
According to the Main Department of Internal Affairs of the region, the arrests were made as a result of an investigation that uncovered a criminal group involved in the production of fake certificates of completion from driving schools.
According to the investigation, the scheme was led by the directors of two private driving schools — B.T. and M.A., as well as an intermediary I.T. They charged citizens, including those outside Kyrgyzstan, amounts ranging from 40,000 to 120,000 soms for the issuance of fictitious documents without actual completion of courses. After that, the "students" were registered on the state portal, allowing them to participate in exams for obtaining driver's licenses.
It has been established that through one of the intermediaries, 244 people were enrolled in the driving schools, and the total amount of illegally obtained money amounted to 2,760,850 soms. A criminal case has been initiated under Article 379 of the Criminal Code of the Kyrgyz Republic "Forgery of Documents." The detained organizers of the scheme have been placed in a temporary detention facility.
During searches, law enforcement agencies seized 200 logs of driver training records, 160 certificates of course completion, 264 other documents, eight electronic data storage devices, as well as a hunting rifle with 40 cartridges, which have been recognized as physical evidence.
Furthermore, during further investigative actions, the police established that this criminal group was also engaged in the illegal registration of cars imported from neighboring countries. According to the investigation, employees of the state center facilitated the fictitious entry of data into registration databases and the registration of vehicles using forged certificates and documents.
Among those detained are the chief specialist S.D., as well as specialists K.U. and U.A., all of whom have been placed in a temporary detention facility.
The investigation is ongoing.
