The investigation established that the group included directors from several private driving schools, specifically B.T. from the driving school "J.A." and M.A. from the driving school "J.J.A.". They operated through intermediary I.T. and other participants, receiving illegal monetary funds ranging from 40,000 to 120,000 soms via the electronic wallet "MBank" from citizens located outside of Kyrgyzstan.
The mentioned individuals issued fake documents confirming the completion of driver training courses without the actual presence of the trainees.
"After receiving the money, the accused fictitiously registered citizens on the state portal and issued certificates of course completion, bypassing the theoretical part of training and practical classes. This allowed citizens to take exams for obtaining driver's licenses," the statement noted.
As a result of the investigation, it was revealed that through one of the intermediaries, 244 trainees were enrolled in driving schools, from whom 2,760,850 soms were illegally obtained.
A criminal case has been initiated under Article 379 (Forgery of Documents) of the Criminal Code of the Kyrgyz Republic. The organizers of the criminal scheme, I.T., M.A., and B.T., have been detained and placed in a temporary detention facility in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
During searches, 200 trainee registration logs, 160 fake certificates of course completion, 264 other documents, 8 electronic data storage devices, and one hunting rifle with 40 cartridges were seized. All these items have been recognized as physical evidence in the criminal case.
Furthermore, during the investigation, a channel for the production of fake vehicle registration certificates and transit license plates imported from various foreign countries was discovered.
Investigative actions are ongoing.
