According to the investigation, T. K. A., using his official powers and threatening M. K. with physical harm, offered him improved conditions of detention in the isolation facility for money. However, when M. K. refused to comply with the demands, T. K. A. and his subordinates, as the investigation claims, inflicted bodily harm on him. It is important to note that after this incident, T. K. A. decided to leave the internal affairs bodies of his own accord, but despite this, he was detained and placed in the temporary detention facility of the Internal Affairs Department of Karakol.
