"Get the Guns". How Weapons are Used in Road Disputes in Bishkek
The first case occurred at the final stop of bus No. 100, where one driver, pulling out a pistol of unknown model, began to insult the other participant in the conflict.
The Lenin District Department of Internal Affairs reported that an investigation has been initiated regarding this incident. During the inquiry, it was revealed that the man who threatened with a weapon is N.I., born in 1990. An administrative protocol was drawn up against him under Article 126 ("Minor Hooliganism") of the Code of Administrative Offenses, after which he was placed in temporary detention.
The law enforcement agencies also clarified that the weapon he used was a pneumatic pistol.
According to the editorial office of "AKIpress Summary," the detainee works as a taxi driver and previously worked in cash transportation.
The second incident occurred on January 14 at the intersection of Jibek Jolu Avenue and Osmonkula Street, where a quarrel broke out between two drivers. One of the passengers recorded a video showing one of the drivers pressing a pistol against the windows of the opponent's car while continuing to hurl insults.
Employees of the Sverdlovsk District Department of Internal Affairs reported that they are searching for this citizen. Soon, the inspector of the press service of the Ministry of Internal Affairs, Nadyrbek Jusupov, confirmed on social media that the suspect had been detained.
The necessity of a permit for pneumatic weapons
On the resource "Legal Consultations Online in Kyrgyzstan," it is stated that a permit for carrying pneumatic weapons is not always required; it depends on the power and caliber.
No permit required
If the parameters of the pneumatic weapon are:
- muzzle energy up to 7.5 J;
- caliber up to 4.5 mm inclusive,
then it can be purchased without special permission.
Permit may be required
If the parameters exceed 7.5 J or the caliber is greater than 4.5 mm, such weapons are subject to strict control — it is necessary to apply to the Ministry of Internal Affairs for a permit.
Additionally, according to the law of the Kyrgyz Republic "On Weapons," hunting pneumatic weapons must be registered with the internal affairs authorities.
What weapons require a permit?
Information on the website "Licenses and Permits of the Kyrgyz Republic" states that permits are issued for:
- the acquisition of civilian weapons (sporting and hunting), Electronic license
- the acquisition, storage, and carrying of civilian weapons and ammunition for them. Electronic license
It is also mentioned in the clarifications that cold weapons can only be acquired by citizens who have a permit for the storage and carrying of hunting firearms or by citizen-collectors.
Who issues permits for weapons?
According to the Law of the Kyrgyz Republic "On Weapons," permits are issued by the internal affairs authorities at the place of residence and simultaneously serve as permits for the storage and carrying of weapons. The validity period of such permits is 5 years and can be extended.
The authorized body for issuing permits is the Ministry of Internal Affairs, specifically the Public Security Service. The issue of the legality of issuing weapon permits in Kyrgyzstan has been raised multiple times in society, including investigations into high-profile crimes.
