The Parliament of Kyrgyzstan adopted amendments to the law on conflict of interest

At today's meeting of the Jogorku Kenesh, held on March 12, the deputies adopted the bill "On Amendments to the Law of the Kyrgyz Republic 'On Conflict of Interest'" in the second reading.

The initiator of this bill is the Chairman of the Cabinet of Ministers.

The Deputy Chair of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, Gulnara Akimbayeva, presented information about the bill.

The main goal of the bill is to clarify concepts, appoint a single authorized body, improve declaration and verification procedures, as well as establish effective accountability measures.

During the discussion, Deputy Elvira Surabaldiyeva asked about the existence of previously submitted statements from civil servants regarding possible or existing conflicts of interest and inquired whether such cases had been officially recorded.

Representatives of the Cabinet of Ministers responded that no such statements had been received. Deputy Ulan Primov raised the issue of mechanisms for resolving conflicts of interest and holding leaders accountable, including the possibility of their dismissal from office.

Kamilya Talieva drew attention to the proposed amendments to Articles 7 and 28 of the law on conflict of interest, concerning the responsibility of individuals covered by the law and the authorized state body assigned the functions of coordinating and monitoring the implementation of the law.

Deputy Dastan Bekeshev requested clarification on which categories of individuals the provisions of the law apply to and who specifically falls under its jurisdiction. Gulya Kozhokulova raised questions about the activities and powers of the Ethics Commission. Toktobubu Ashymbaeva pointed out the proposed changes in paragraph 2 of Article 4 of the conflict of interest law concerning "affiliated persons."

Additionally, the deputies adopted the bill "On Ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in Bishkek" in the third reading.

This bill proposes changes regarding the status of the border crossing points "Tömönkü-Chüy-road" ("Kamyshanovka-road") and "Kichi-Kapka-road," namely their transition from bilateral to multilateral (international) and changing the operating mode of the "Tömönkü-Chüy-road" crossing point to round-the-clock. These changes are necessitated by the need to create favorable conditions for tourism development, increase freight and passenger flow, and improve infrastructure.

The Jogorku Kenesh also reviewed and approved the bill "On Amendments to the Law of the Kyrgyz Republic 'On State Civil Service and Municipal Service'" in the third reading. The bill aims to improve the legal status of citizens of the Kyrgyz Republic who have worked in the Eurasian Economic Commission, as well as those who have held political state and municipal positions.
