
The deputies of the Jogorku Kenesh reviewed and approved in the second reading the bill concerning amendments to the Law "On Conflict of Interest." The initiator of this document was the Cabinet of Ministers.
The main goal of the bill is to clarify terminology, define a single authorized body, and improve the procedures for declaring and verifying information. Additionally, the document proposes the introduction of effective accountability measures.
During the discussion, Deputy Elvira Surabaldiyeva inquired whether any statements regarding potential conflicts of interest had been received from civil servants and whether they had been officially registered. In response, representatives of the Cabinet of Ministers stated that no such statements had been received.
Deputy Ulan Primov raised the issue of mechanisms for resolving conflicts of interest and the possibility of holding leaders accountable, including dismissal. Deputy Kamila Talieva pointed out changes in Articles 7 and 28 of the bill concerning the responsibility of the authorized body that will coordinate and control the implementation of the law.
Deputy Dastan Bekeshev clarified which categories of citizens fall under the scope of this law and requested an explanation on this matter. Gulya Kozhokulova touched on the powers of the Ethics Commission, while Toktobubu Ashymbaeva emphasized the proposed changes in paragraph 2 of Article 4 concerning "affiliated persons."
Furthermore, the deputies reviewed and approved the bill on the ratification of the Protocol, which amends the Agreement between the governments of Kyrgyzstan and Kazakhstan regarding border crossing points. This bill was adopted in the third reading. It proposes to change the status of the border crossing points "Tomonku-Chui-road" and "Kichi-Kapka-road" from bilateral to multilateral, and the operating mode of the first point from daytime to round-the-clock. Such changes are aimed at creating more comfortable conditions for the development of tourism and increasing the flow of goods and passengers.
The Jogorku Kenesh also approved the bill concerning amendments to the Law "On State Civil Service and Municipal Service" in the third reading. This bill is intended to improve the legal status of citizens of Kyrgyzstan who worked in the Eurasian Economic Commission, as well as those who held political state and municipal positions.
