Kyrgyzstan updates sanitary protection rules and action plan for 2026–2030

The Ministry of Health of the Kyrgyz Republic has presented a draft resolution of the Cabinet of Ministers concerning the rules for sanitary protection of the country's territory and a comprehensive plan for anti-epidemic measures for 2026-2030. The document has been submitted for public discussion.

On the air of Birinchi Radio, Deputy Minister of Health and Chief Sanitary Doctor Ryspek Sydygaliev clarified that the project is based on the Constitution of the KR and the law on the protection of citizens' health, as well as on the main law on public health, which was adopted on January 12, 2024. This law serves as the foundation for the entire sanitary-epidemiological service of the country.

Sydygaliev pointed out the existence of the Republican Center for the Prevention and Control of Particularly Dangerous Infections, which includes sanitary quarantine points at the borders. He noted that in the event of outbreaks of quarantine infections, temporary sanitary points may be established. The main task of the public health law is the prevention of both infectious and non-infectious diseases.

According to the chief sanitary doctor, there were no serious outbreaks of infectious diseases such as anthrax, tularemia, plague, or rabies registered in 2025, although some other infectious diseases remained under the control of sanitary services.

As for the proposed resolution, it was previously approved by the Prime Minister of the KR and is now subject to updating in light of changes in the government. In connection with the 2020 pandemic, the document includes measures to tighten control at quarantine points to better prepare for similar situations in the future.

Sydygaliev specified that the key aspects of the resolution are the implementation of the public health law and the creation of conditions for protecting the country's territory from the importation and spread of particularly dangerous infectious diseases.
Speaking about the current epidemiological situation, he emphasized that the problem requires a comprehensive approach and interaction between various state services, including the ministries of health, internal affairs, emergency situations, and others.

He also noted that for effective operation, it is necessary to develop mechanisms for cooperation between various state structures to ensure proper sanitary protection of the territory.
“In this regard, a comprehensive plan of measures for sanitary protection has been prepared. Its goal is to organize joint actions in case of emergencies caused by quarantine infections,” he added.

Sydygaliev assured that the adoption of this project will not require changes to other regulatory acts and will not entail additional financial costs.
“The project has been available on the ministry's website for five days. We are ready to consider all proposals and comments within 14 days,” he concluded.
