The Ministry of Health of the Kyrgyz Republic has presented a new draft resolution for public discussion regarding the sanitary protection of the country. The document, titled "On the Approval of Rules for the Sanitary Protection of the Territory of the Kyrgyz Republic and the Comprehensive Plan for Anti-Epidemic Measures for 2026-2030," aims to prevent the importation and spread of quarantine and particularly dangerous infectious diseases, which pose a threat to public health.

These rules define key requirements for organizational and sanitary-anti-epidemic actions necessary to protect the territory of Kyrgyzstan from infectious diseases. They are mandatory for all state bodies and enterprises, regardless of their ownership forms.

The creation of this document is a response to the changing epidemiological situation, including the emergence of new infections such as the coronavirus, and potential threats associated with the use of infectious agents for terrorist purposes. The COVID-19 pandemic has highlighted the importance of coordinated actions among various services for effective population protection.

The draft includes the establishment of a unified interaction system among key state agencies, such as the ministries of health, finance, internal affairs, emergency situations, as well as the president's representatives in the regions and local administrations.

The Comprehensive Plan will regulate joint preventive measures in case of emergencies related to quarantine infections and ensure the implementation of the norms of the law "On Public Health" to protect the health of the population from biological threats.
Rules for the Sanitary Protection of the Kyrgyz Republic

Appendix 1.

1. Introduction

1. The established rules define the basic requirements for organizational and sanitary-anti-epidemic measures to protect the territory of the Kyrgyz Republic from the importation and spread of infectious diseases.

2. These rules are mandatory for all state bodies and organizations, regardless of ownership forms.

2. General Provisions

3. The rules are developed in accordance with the legislation of the Kyrgyz Republic, including laws on the protection of citizens' health, public health, and international sanitary regulations.

4. The rules apply to infectious diseases described in sanitary protection agreements within the CIS.

5. Sanitary protection of the territory includes measures to prevent and localize infectious diseases, as well as their elimination.

6. In the event of diseases not covered by the rules, all measures to prevent their spread will be regulated by orders from the Ministry of Health.

7. Sanitary protection includes organizational, hygienic, medical, and preventive measures in vehicles and throughout the country.

8. Responsibilities for sanitary supervision of the implementation of measures are assigned to health organizations and territorial disease prevention centers.

9. Measures to protect the territory will be developed with the participation of all interested bodies and included in the Comprehensive Plan for Anti-Epidemic Measures.

10. The Ministry of Health is committed to providing up-to-date information on changes in the epidemiological situation both within the country and abroad.

11. In the event of diseases among foreigners, the Ministry of Health will provide assistance and notify the Ministry of Foreign Affairs.

12. The Ministry of Health will form a list of countries for which vaccinations are mandatory for entry and inform the relevant agencies.

13. Non-compliance with the requirements of the rules may lead to a ban on the entry and exit of vehicles and citizens, as well as liability in accordance with the legislation.

14. In case of a threat of disease spread, access to certain sections of the border will be temporarily restricted, and quarantine measures will be established by decision of the authorities.

15. Restrictive measures will be introduced based on the decision of the Coordination Council in case of disease outbreaks.

16. After the elimination of the infection outbreak, the authorities will prepare a report on the work done and make amendments to the preventive measures plans.

3. Measures on International Transport Vehicles and Border Crossing Points

17. The Ministry of Transport and related organizations must ensure the sanitary readiness of vehicles leaving the country.

18. Employees of sanitary-quarantine points will conduct training and preparation of personnel engaged in international transport.

19. Vehicle commanders must immediately inform administrations of cases of illness among passengers.

20. The detection of symptoms of illness will be grounds for conducting emergency preventive measures.

21. Information about the health status of passengers must be communicated to the administrations of airports and stations before the arrival of the vehicle.

22. Administrations of border crossing points must promptly report the detection of infections to sanitary-quarantine points.

23. Upon detection of sick individuals or signs of infection, vehicles will be subjected to sanitary control.

24. Sanitary-quarantine control will include medical examinations and document checks.

25. After inspection, vehicles will receive permission for further movement.

26. Sanitary control will be carried out on all international transport routes.

27. Individuals conducting control have access to vehicles and premises to perform their functions.

28. Border and customs services will assist in carrying out sanitary measures.

29. Vehicles without sick individuals will receive permission for free movement.

30. Employees of sanitary-quarantine points will conduct random checks.

31. The administration of the border crossing point is obliged to provide conditions for the work of sanitary services.

4. Sanitary-Anti-Epidemic Measures at Sanitary-Quarantine Points

32. Measures include informing about suspicious cases and organizing sanitary control.

33. In case of refusal of hospitalization, international sanitary regulations will be applied.

34. Kyrgyzstan reserves the right to prohibit the entry of sick individuals and those who have been in contact with them.

35. After inspection, other controlling bodies will be allowed entry.

36. Violations of legislation will be recorded and require rectification within established deadlines.

37. Upon the arrival of a vehicle with a deceased from an infectious disease, appropriate measures will be organized.

38. Preventive disinfection measures will be conducted at the expense of the vehicle owners.

39. Disinfection will be carried out with minimal inconvenience to passengers.

40. No charges will be made for treatment and other medical services during isolation.

41. Sanitary measures will also be conducted on military vehicles.

42. Administrations of transport enterprises must provide certificates of conducted sanitary measures.

43. The administration of the vehicle will be notified of the measures taken.

44. Certificates of measures will be issued to passengers and crew members.

45. Repeated measures will not be taken if no epidemiological problems arise during the journey.

46. Vehicles subject to entry bans will be sent back with minimal restrictions.

47. Cargo will be subjected to sanitary control only in case of suspicion of contamination.

48. Baggage will be disinfected only if necessary.

49. International postal shipments will be checked for contaminated materials.

50. Citizens traveling to countries requiring vaccinations must confirm the presence of vaccines.

5. Measures to Prevent the Spread of Cholera.

51. Measures for protection against cholera are provided.

52. The incubation period is 5 days.

53. In case of cholera detection, measures for hospitalization and isolation will be organized.

54. Samples for analysis will be taken from foreign citizens.

55. Food products related to cholera cases will be inspected.

6. Measures to Prevent Plague.

56. The incubation period is 6 days.

57. Certificates of disinfection will be issued only in specially designated places.

58. Vehicles will be disinfected upon detection of rodents.

59. A vehicle is considered contaminated if there is a sick individual.

60. A vehicle is considered suspicious if cases of illness have been identified in the last 6 days.

61. Medical observation will be conducted for crew members and passengers.

62. Disinfection measures will be carried out upon detection of rodents.

63. After all measures are completed, vehicles will be given permission to move.

7. Measures to Prevent Yellow Fever.

64. The incubation period is 6 days.

65. Individuals with yellow fever are subject to hospitalization.

66. Vehicles from infected areas will be subjected to disinsection.

67. Citizens traveling to infected countries are subject to vaccination.

8. Measures to Prevent Viral Hemorrhagic Fevers.

68. The incubation period is 14 days.

69. In case of suspected disease, a connection with the infection outbreak will be established.

70. Upon detection of sick individuals, measures for isolation and hospitalization will be organized.

9. Measures for Protection Against Insect-Borne Diseases.

71. Vehicles will be disinsected as necessary.

72. Vehicles must be free of insect vectors.

73. Disinsection will be conducted before unloading baggage.

74. Specialists must instruct citizens on preventive measures.

75. Individuals with transmissible infections will be treated according to the instructions of the Ministry of Health.

10. Sanitary Measures on the Territory of the Kyrgyz Republic.

76. All measures to combat unknown diseases will be organized locally.

77. Each institution must be prepared for the localization and elimination of infections.

78. Anti-epidemic readiness includes the preparation and equipping of institutions.

79. Medical workers must undergo training on preventive measures.

80. Institutions must organize training for personnel.

81. Territorial organizations are obliged to inform the Ministry about the detection of diseases.

82. Active detection of sick individuals must be conducted at all levels of medical care.

83. Medical observation of individuals arriving from unfavorable countries will be conducted in exceptional cases.

84. Information about individuals subject to observation will be sent to the relevant organizations.

85. Individuals under medical observation may be summoned to institutions.

86. Individuals under observation are not subject to isolation.

87. Outbreaks of diseases will be declared in populated areas where cases have been identified.

88. Quarantine will be introduced in accordance with a government decree.

89. The decision to impose quarantine will be coordinated with the Ministry.

90. The organization of measures in the infection outbreak will be conducted by health institutions.

91. Anti-epidemic measures include active detection and treatment of sick individuals.

92. Protection of the quarantine zone will be carried out by the Ministry of Internal Affairs.

93. The organization of control points will be conducted by local health authorities.

94. Measures will continue until the complete elimination of the outbreak.
