The roads of Kyrgyzstan still do not have passports, - former Minister of Transport Kalilov

- The issue of road passportization remains one of the main problems in the road sector of Kyrgyzstan. This was stated by former Minister of Transport Jamshitbek Kalilov in an interview on the radio.

He noted that in the country, passports are issued even for livestock, yet most roads still do not have technical passports.

Kalilov reminded that the production and innovation center was initially conceived for the passportization of roads, although later its functions were expanded to include the production of road signs. This important aspect, according to him, was overlooked.

“The ex-minister pointed out the absence of so-called 'blue books' for the roads under the Ministry of Transport's jurisdiction. With the adoption of the law on the Road Fund, the right-of-way and protective zones along the roads were established, but in practice, construction permits were issued, leading to confusion,” he commented.

Kalilov also noted that the situation began to change after the issuance of Presidential Decree No. 56, which initiated the removal of illegal constructions along the roads in 2025. Nevertheless, in his opinion, without passports and 'blue books', the ministry will not be able to effectively manage roadside infrastructure.

As an example, he cited the project for obtaining a 'blue book' for the Bishkek—Manas Airport road, which cost over 2 million soms. At the same time, according to the ministry, it has over 19,000 kilometers of roads under its jurisdiction, and processing documents for all these routes will require more than 1.5 billion soms, Kalilov concluded.
