The Housing Committee approved the WTO protocol on fisheries subsidies in the second reading.

On February 16, 2026, at a meeting of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh, the deputies adopted in the second reading a bill concerning the ratification of the Protocol added to the Marrakech Agreement establishing the World Trade Organization. This agreement, known as the "Agreement on Fisheries Subsidies," was adopted at the Twelfth Session of the WTO Ministerial Conference held on June 17, 2022, in Geneva.

This document aims to eliminate subsidies that contribute to illegal, unreported, and unregulated fishing practices, as well as to promote the sustainable use of marine biological resources.
The Protocol adopted in Geneva became the first multilateral WTO agreement specifically dedicated to issues related to fishing and ecology. It introduces a ban on subsidies that support illegal fishing, as well as those related to overfishing in unregulated areas and fishing in zones with depleted stocks.

Moreover, the agreement includes special and differentiated measures aimed at supporting developing countries, such as transition periods and the provision of technical assistance.
