In Kyrgyzstan, 545 fish farms are officially registered, - Ministry of Agriculture

- During the committee meeting of the Jogorku Kenesh held on February 12, 2026, Deputy Erkeaiym Seitkazieva raised the issue of the number of legally registered fish farms in Kyrgyzstan.

According to the information provided by Deputy Minister of Agriculture Zhanibek Kerimaliev, there are currently 545 fish farms registered in the country.

Seitkazieva emphasized the existence of a law on aquaculture but noted the lack of necessary subordinate legislation, which creates difficulties in the legal regulation of the sector.

The deputy also pointed out that in the Issyk-Ata district, more than 100 fish farms operate without the required documentation.

Director of the Fishery Department Jalilbek Toimatov added that a total of 1,021 fish farms operating illegally have been identified across the country. He noted that some entrepreneurs independently dig ponds and engage in fish breeding without the necessary permits.

Toimatov added that such farms could be legalized through land transformation procedures and obtaining the necessary permits.

The deputy called on the relevant authorities to develop subordinate legislation that would help agricultural producers legally register fish farms and operate within the law.

At the current time, the committee also discussed the draft law "On the Ratification of the Protocol Amending the Marrakech Agreement Establishing the World Trade Organization," which anticipates Kyrgyzstan's accession to the WTO Agreement on Fisheries Subsidies.

The document aims to fulfill the necessary domestic procedures for the agreement, approved on June 17, 2022, at the 12th WTO Ministerial Conference in Geneva, to come into force. This agreement became the first multilateral document with binding legal force aimed at protecting the environment and the sustainable use of marine biological resources.

The Fisheries Subsidies Agreement introduces a ban on government support for illegal, unreported, and unregulated fishing, as well as on overfishing of fish stocks. It defines key terms in the field of fisheries, the procedure for notifying about the detention of vessels suspected of illegal activities, and regulates the work of the Fisheries Subsidies Committee.

As a result of the discussion, the draft law was approved by the committee in the first reading.
