The Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev presented information on the preparation for spring field work at a meeting of the Jogorku Kenesh.
In his speech, the minister emphasized that spring field work includes the provision of irrigation water, preparation of quality seeds, repair of agricultural machinery, as well as timely delivery of fertilizers and fuel-lubricating materials. It is also important to exchange experiences and train in modern agricultural technologies.
Preparation of Irrigation Systems
Currently, there are 498 reservoirs in the country with a designed capacity of 1 billion 757 million cubic meters. However, only 939.3 million cubic meters of water have been accumulated, which is 32% less than last year.
It is planned that by 2026, crops will occupy 1 million 250 thousand hectares, of which 885 thousand hectares will be irrigated. To irrigate these areas, 6.3 billion cubic meters of water will be required, which implies water supply 4-5 times during the season.
This year, 12.3 billion soms have been allocated from the state budget for the restoration and repair of irrigation facilities. These funds will be used for:
- repair and cleaning of 776 kilometers of canals;
- concreting of 112.6 kilometers of canals;
- repair of 590 hydraulic structures;
- repair of 508 water measurement posts;
- repair of 91 pumping stations;
- upgrading of 46 pumping units;
- installation of 1500 electronic control water measurement devices;
- cleaning of 225 kilometers of collector-drainage systems.
As of today, there are 15,051 registered wells in the country, of which 308 have been inspected, and 50 have been put into operation. In 2026, it is planned to put another 83 wells into operation.
To prepare the water management system for the irrigation season of 2026, 203 units of equipment from the Water Resources Service and about 1,000 units of equipment from local aiyl okmotu will be involved.
In 2026, it is planned:
- construction work on 61 facilities (completion on 15, continuation on 24, and commencement on 22);
- design work on 78 facilities (completion on 10, continuation on 41, and commencement on 27).
Thus, construction and design work will be carried out on 139 irrigation facilities throughout the republic.
Drip and sprinkler irrigation will be implemented on 20,000 hectares, of which 5,270 hectares will be supported by the state, and 14,730 hectares will be funded by farmers.
In 2026, farmers using water-saving technologies will be provided with preferential loans at 2% per annum for a total of 1 billion soms.
Winter Crops for the 2026 Harvest
In the autumn of 2025, 252.6 thousand hectares were plowed, of which:
- 157.9 thousand hectares were sown with winter grain crops;
- on 94.7 thousand hectares, autumn plowing was conducted.
To promptly address issues related to the preparation for spring field work, republican, regional, and district headquarters have been established.
Seed Supply
For 2026, 69 thousand tons of grain seeds are needed, of which 57 thousand tons have already been procured, accounting for 82.5% of the required volume.
At the same time, seeds of oats, rice, tobacco, legumes, and soybeans are fully provided. The missing volumes will be covered through subsidies and seeds from seed-growing farms.
By 2026, 22 nurseries will prepare 15 million 37 thousand seedlings.
To develop new phytotechnologies in the Batken and Kadamjai districts, work is underway to grow citrus seedlings. In recent years, the production of mandarins, oranges, lemons, and kumquats has increased.
If in 2024, 4,839 tons of products were obtained from 1,058 hectares, then in 2025, 7,149 tons of subtropical products were obtained from 1,056 hectares, demonstrating growth in citrus production.
Also, in the Ak-Talinsky district of the Naryn region, tests of the oilseed safflower variety "Yershovsky" were conducted on 20 hectares, resulting in 20 quintals per hectare. In various regions of the country, the hybrid sorghum "Sudan" is actively being implemented, allowing for up to 100 tons of green mass per hectare, which is significant for livestock feeding.
Supply of Fuel and Lubricants
For the spring field work of 2026, 40.4 thousand tons of diesel fuel and 9.7 thousand tons of gasoline will be required.
According to the data from the Association of Oil Traders, there is a sufficient supply of diesel fuel and gasoline at oil depots and gas stations.
In addition, the State Material Reserves Fund plans to sell 7 million liters of diesel fuel to farmers at a price of 74 soms per liter, which should ensure the timely and quality conduct of spring field work in 2026.
