The editorial team of Kaktus.media received a complaint from a resident of the village of Sadovoe about the arbitrary increase in fares by minibus drivers.

According to her, she regularly uses public transport, where the fare within the village is 20 soms, but an additional 5 soms is charged for each subsequent stop. "There have been instances where we are charged 30-35 soms for a trip from Aleksandrovka to Sadovoe. This is unfair, considering that we only have 4-5 stops in each village," she noted.

"For example, in Bishkek: the fare is 20 soms, and for that amount, you can travel almost the entire city. In the villages, however, for every 5-6 stops, we pay an additional 5 soms. If the government has merged two villages into one, it makes sense for the minibus fares to be unified for both," she expressed.
"Few drivers take into account that children and schoolchildren should pay less. It used to be this way, but now they charge them the same amount as adults," added the resident of the Moscow district.

It is worth noting that the editorial team of Kaktus.media regularly receives reports of inflated fares. People are calling on the Ministry of Transport to take responsibility; however, it turns out that this agency does not set fares, although it can influence driver discipline.

Process of Fare Formation

Let’s examine who determines the prices for public transport fares and how.

Issues related to fares in Bishkek are resolved by the city administration and the Bishkek City Committee. At the same time, local authorities set the prices for suburban and intercity buses.

Fares are formed based on decisions made by local councils, and any change in price is only possible with their approval. Thus, transport companies and individual drivers cannot independently raise prices.

The Ministry of Transport and Communications does not participate in the fare formation process but monitors compliance with regulations.

What to Do in Case of Price Inflation?

Control over compliance with fares is carried out by the Chui-Bishkek Territorial Administration of the Department of Ground and Water Transport under the Ministry of Transport.

If you encounter inflated prices, you need to specify the route number, bus number, as well as the date and time of the violation.

You can also contact local authorities, such as the city administration or the ayil okmotu, which are also responsible for monitoring compliance with public transport fares.

Increase in the Number of Minibuses

In addition to fare issues, residents also complain about a lack of transport. In the evening, leaving the capital for the Chui region becomes a real problem.

It seems that complaints in the media and social networks go unanswered. However, this is not the case. Government agencies are recording the dissatisfaction and taking measures.

A recent case: complaints were received on social networks that after 7:00 PM, minibuses on the Bishkek - Tokmok route do not operate. People had to use taxis to get home.

As a result of monitoring, it was established that on Fridays and Saturdays, the number of passengers returning from Bishkek to Tokmok significantly increases. To address the issue, a meeting was held with transport providers, during which it was instructed to ensure a sufficient number of trips and uninterrupted transportation.

If necessary, additional minibuses will be allocated on the route to meet passenger needs.
