According to him, the formation of the tariff is based on the services provided by national operators of the countries involved in the transportation process. These include the installation of seals, tracking the cargo in transit countries, and the removal of the device at the final destination.
To illustrate, he provided an example of a route from Kyrgyzstan to Russia: the Kyrgyz operator charges for sealing, Kazakhstan charges for escorting the transit on its territory, and Russia charges for removing the seal. If the route is extended, for example, to Belarus, then the services of another country are added to the tariff, which leads to an increase in the overall cost of transportation.
“The final amount increases with the number of participating countries, as each of them has its own national operators and regulatory authorities,” noted Petrukhin.
He also added that in Kyrgyzstan, the tariffs of the national operator were previously approved by the antimonopoly authority. When calculating tariffs, the cost of the services provided was taken into account. The tariff structure includes costs for purchasing seals, creating an information system, logistics, and maintaining service points.
A company representative emphasized that the current tariffs are minimal and are intended to cover operational expenses.
Additionally, Petrukhin reported that uniform requirements for navigation seals have been established in the EAEU countries, which were approved by a decision of the Eurasian Economic Commission. This document regulates the technical and functional characteristics of the devices, including data transmission conditions. Each country has the right to independently choose the equipment supplier, provided that the established standards are met.
